Cornerian Air Force
An empire's iron will, forged into steel wings and relentless firepower across the Lylat System.
The Cornerian Air Force is the military branch of the Cornerian Empire and serves as the primary antagonist force across the Star Fox franchise. Comprising a vast fleet of fighters, bombers, ground vehicles, and naval craft, it is the organization that repeatedly threatens the peace of Corneria and the wider Lylat System, forcing the Star Fox team into action.
Led by different commanders depending on the era—Andonuts in the original conflict and General Pepper in later campaigns—the Air Force is a well-funded, technologically aggressive military machine. Its pilots, ground troops, and strategists (most notably the enigmatic Pico) form a layered enemy force that tests Star Fox on every axis of combat.

Lore & Background
The Cornerian Air Force draws its strength from the industrial might of the Cornerian Empire. While the President of Corneria governs as a civilian head of state, the military apparatus operates with its own ambitions. In the original Star Fox 64 conflict, Andonuts seizes control of the imperial fleet and launches a campaign of conquest, deploying waves of fighters, heavy bombers, and ground assault units to overwhelm the Lylat System. The Star Fox team, contracted by the President, is tasked with dismantling this rogue military operation before it destabilizes the entire region.
In later entries, General Pepper assumes command and refines the Air Force into a more methodical, layered force. His campaigns feature coordinated air-ground assaults, fortified bases, and the strategic mind of Pico orchestrating ambushes and multi-front engagements. The Air Force's doctrine emphasizes numerical superiority, varied vehicle classes, and the ability to shift between air superiority, ground suppression, and naval blockade within a single operation.
Pico, a recurring figure in the Air Force's command structure, is widely regarded by fans as one of the series' most compelling antagonists. His tactical cunning and personal rivalry with Fox McCloud elevate confrontations beyond simple shootouts into something closer to a chess match played at supersonic speed. Whether he is issuing orders from a command ship or engaging Star Fox directly in a distinctive fighter, Pico represents the intellectual edge of the Cornerian war machine.
In Their Own Story
The hangar bay on Corneria's northern plateau hummed with the thrum of a hundred engines warming up. General Pepper stood at the observation rail, his boots planted wide, watching the formation of interceptors peel away from the deck in a slow, disciplined spiral. Below, the desert stretched to a horizon dusted with the orange glow of twin suns.
"Pico," he called without turning. "The Star Fox team is inbound from the eastern corridor."
A dry chuckle drifted from behind him. Pico didn't look up from the tactical display he was studying. "Let them come. Fox always flies like he's trying to prove a point to an audience. Give him a clean corridor and he'll take it. Give him a maze, and he'll still take it—just slower."
Pepper finally turned. "Then we give him a maze."
On the display, the grid of enemy positions shifted, reformed, became something else entirely. Somewhere far out in the black, a green-and-white Arwing punched through a cloud bank, its pilot feeling the first cold prickle of something not quite right about the silence ahead.
Reader's Guide
COMMAND & PERSONNEL: The Air Force rotates its top brass across entries. Andonuts leads the original 64 campaign with brute-force aggression. General Pepper takes the helm in 64 3D, Zero, and Guard, favoring layered, multi-axis assaults. Pico, the recurring tactical genius, appears as a direct opponent and strategist across multiple titles and is the subject of endless fan debate over whether his rivalry with Fox is personal, professional, or both.
OBJECTIVES: Conquest of the Lylat System, suppression of the Star Fox team, and domination of strategic chokepoints. The Air Force does not negotiate; it overruns.
SIGNATURE VEHICLES & TACTICS: A broad arsenal of single-seat fighters, heavy bombers, ground assault vehicles, and naval craft. Tactics emphasize wave saturation, air-ground coordination, and the use of fortified base defenses. In 64 3D and Zero, the Air Force deploys mixed-formation assaults that force Star Fox to switch between air and ground combat mid-mission.
RELATIONSHIP TO STAR FOX: Direct and persistent enemies. The Star Fox team is contracted by the President of Corneria specifically to neutralize Air Force operations. Every major Star Fox title positions the Air Force as the central threat. The Fox-vs-Pico dynamic is the emotional core of that rivalry for many fans—two pilots, two philosophies, one endless duel across the stars.
FAN DEBATE: Is Pico a true equal to Fox, or does the Air Force's sheer numbers always tip the scale? The community splits on this, and it's one of the franchise's most enduring discussions.
Did You Know?
- The Cornerian Air Force has been the central antagonist in every major Star Fox title from the original SNES game through Star Fox Guard on Switch, making it the longest-running enemy faction in the series.
- Andonuts and General Pepper are distinct leaders in different entries; Pepper's era introduces a more methodical, multi-axis combat style compared to Andonuts's direct assault approach.
- Pico appears as a recurring enemy across Star Fox 64, Star Fox 64 3D, and Star Fox Zero, making him one of the few named antagonists to persist across multiple generations of the franchise.
- The Air Force's vehicle roster spans air, ground, and naval classes within a single campaign, meaning a Star Fox mission can shift from aerial dogfights to ground-vehicle chases without leaving the same enemy faction.
